Potholes and Damaged Roads due to a Brutal Winter

Frost got into the ground far enough to affect water mains, causing them to freeze and break in several areas. In Williams Bay, Wisconsin where I live, twenty-seven families were without water for five weeks due to a frozen water main. (They were all on city sewer and water).
